Release gates before payment and dispatch
Why qualification, evidence review and jurisdiction checks should complete before money or material moves.
Commercial momentum should not bypass qualification. A controlled research-use process keeps payment and dispatch disabled until the buyer, intended use, jurisdiction and required evidence have passed their defined reviews.
Each gate needs an owner and an observable state. Pending, approved, rejected and expired are different outcomes; an unknown or missing record should never be treated as approval.
The final release decision should identify the approved material and batch, applicable restrictions, destination and supporting evidence. This turns the public research-use boundary into a technically enforceable commercial control.
